Abstract
This paper seeks to provide the historical development in the field of special education in Pakistan. Firstly, a number of the current shortcomings in the areas of prevalence, institutional development, and institutional arrangement were explored. In order to arrive at a deeper understanding of the available services for persons with disabilities in the country and to establish a sound theoretical base, the issues were addressed from past records, survey reports, demographic studies and related documents. The services were critically
analyzed and was found to be inadequate when compare to them the needs of persons with disabilities.
